Working Across The Aisle To Facilitate Airport Expansions

The Grow Nebraska amendment was approved with an overwhelming 80% of the vote.

The Challenge: In 2022, commercial air transportation in Nebraska was at a huge competitive disadvantage as compared to all the states around Nebraska. Grow Nebraska’s objective was to pass LR283CA into law on the November 2022 ballot to remedy that inequity. Passing the constitutional amendment would amend the Nebraska Constitution to allow political subdivisions that own or operate an airport to spend money to develop new or expanded regularly scheduled commercial passenger flights.

The inability to spend funds to attract these flights was a huge competitive disadvantage for the state and made it difficult for these airports to provide Nebraska consumers and businesses with a steady income flow of commercial flights. Even with this competitive disadvantage, Nebraska’s nine commercial air service airports had a large economic impact on the state – accounting for over 66,000 jobs and $6.1 billion in economic output annually. By passing this constitutional amendment, Nebraska could increase the economic impact and make sure that communities all throughout the state could grow the number of flights their airports offer and grow their local economies. These benefits would flow to urban and rural communities and would serve as valuable tools for economic development and expanding consumer choice.

 

Our Solution: We received support from three bi-partisan leaders–Republican State Legislator Lou Ann Linehan, Democratic State Legislator Eliot Bostar, and Republican Congressman Mike Flood. The three were featured in a statewide video digital campaign to gain support for the ballot referendum. Foundation Blue Media produced and placed videos–one directed to the rural Congressional District and two directed to the Omaha and Lincoln Congressional Districts–on connected television, pre-roll, YouTube and Facebook/Instagram. No other money was spent on paid communications other than the digital campaign.

 

The Result: The amendment was approved with an overwhelming 80% of the vote.
