Harris County Attorney Primary

Christian Menefee

Christian Menefee was able to execute a campaign that received 50.45% of the vote on primary day, avoiding a runoff altogether.

Christian Menefee entered the Democratic Primary for Harris County Attorney as a steep underdog. Not only was he running against the incumbent Democratic Harris County Attorney, Vince Ryan, he was also running against a former State House candidate with the potential to access significant sums of money.

Harris County, located in Texas and includes the city of Houston, is the third-largest county in America. The primary was being held on Super Tuesday, likely leading to a larger than average Democratic primary turnout in a county that was already assured many primary voters. Highly efficient use of resources was crucial. The goal was to make it to a Democratic primary runoff (which, in Texas, occurs with the top two vote-getters running against one another if no single candidate could exceed 50% of the vote).

Foundation Blue Media led a full team retreat six months before the primary. At that retreat, detailed discussions on field, messaging, communications, political, budgeting, and finance planning took place, helping set the strategy for the final six months.

Thanks to a cost-effective poll, the team learned the best targets and message to help move the vote. Through innovative digital advertising, highly targeted direct mail, text programming, robocalls, and poll coverage, the Menefee campaign was able to reach numerous voters. Menefee also earned the Houston Chronicle endorsement due to our strong political plan. Christian Menefee was able to execute a campaign that received 50.45% of the vote on primary day, avoiding a runoff altogether. He was subsequently elected in the general election in November 2020.
